ISSUES & PRIORITIES
District 39 deserves practical solutions to the issues that affect everyday life here at home. My priorities are focused on protecting families, strengthening our communities, holding government accountable, and making sure West Virginians have a strong voice in the decisions that shape our future.
CPS Reform & Family Accountability
West Virginia’s child welfare system carries enormous responsibility, and families deserve a system that is fair, transparent, and accountable. I support stronger oversight, clear standards for case decisions, meaningful due process, better safeguards against conflicts of interest, and real accountability when policies or procedures are not followed. Protecting children must always come first, but protecting children and respecting the rights of families should never be treated as opposing goals.
Affordable, Reliable Utilities & Infrastructure
Families and businesses should not be forced to absorb endless utility increases while struggling with unreliable service, aging water systems, and infrastructure that has been neglected for years. I support stronger accountability for utilities, careful scrutiny of rate increases, and long-term investment in the water, sewer, power, and broadband systems our communities depend on every day.
Responsible Growth & Data Center Accountability
Economic development should benefit the people who already live here, not come at the expense of their water, power, property, or quality of life. I support responsible growth, but major projects like data centers should be required to prove that local infrastructure can handle the demand, that existing customers will not be forced to carry the cost, and that communities have a real voice before decisions are made.
Healthcare Access & Certificate of Need Reform
West Virginians deserve access to quality healthcare without unnecessary barriers that limit competition, choice, or availability. I support reforming the Certificate of Need process so new providers and services have a fair opportunity to serve our communities, especially in areas where people are already traveling too far or waiting too long for care.
Education, Parental Choice & Opportunity
Parents should have a strong voice in their children’s education, and every student should have access to opportunities that fit their needs. I support protecting school choice, preserving programs like the HOPE Scholarship, strengthening career and technical education, and making sure education dollars are focused on helping students succeed rather than feeding bureaucracy.
Supporting Veterans & Those Who Served

Service to our country deserves more than gratitude, it deserves action. My father served in the United States Navy, so respect for those who wear the uniform has always been personal to me. I support making sure West Virginia’s veterans receive the benefits, services, healthcare, and support they have earned, while also looking for ways our state can better recognize and support military families.
Health Freedom & Personal Choice
Medical decisions should be made with informed consent and with respect for the rights of patients and families. I support protecting personal choice, preserving the doctor-patient relationship, and making sure government does not overreach into deeply personal healthcare decisions without a compelling reason.
Small Business, Jobs & Economic Opportunity
West Virginia needs an economy where people can build a business, find good work, and create opportunity without being buried under unnecessary barriers. I support policies that help small businesses grow, encourage new investment, strengthen workforce development, and make it easier for people to build a future right here at home.
Property Rights, Local Control & Historic Preservation
Property rights matter, and I believe local communities should be cautious about unnecessary government restrictions on how people use their own land. I do not support imposing zoning simply for the sake of more regulation. At the same time, we should look for practical ways to preserve historic buildings, encourage redevelopment, and help property owners and businesses invest in the places that give our communities their character.
